The film fund is made up of the following sources:

» the collection of a contribution of 3% of the sale and/or rental price of recorded video cassettes, DVDs or any other recorded medium which can be reproduced on video or digitally, which is added to their price, payable by the economic operator making the wholesale sale and/or rental. Economic operators who are wholesale distributors of recorded video cassettes, DVDs or any other recorded medium that can be reproduced on video or digitally, are obliged to submit to the Romanian Film Centre a list of the sales and/or rental contracts concluded, including their value and the identification data of the contractual partners, presenting the licences for the respective titles, as well. In the event of films classified in the Register of Cinematography in category XXX, with a ban on public screening, the contribution is 15%

» the collection of a contribution of 4% of the value of the advertising minutes contracted by public and private television stations, which is added to this price and collected from the advertiser, the intermediary company buying the advertising minutes or the economic operator buying the advertising minutes, which is obliged to send the National Cinematography Centre a list of the contracts concluded, including their value and the names of the selling agents;

» collection of a contribution of 3% of the price of advertising minutes sold from the space within its own programme by cable television companies, which have the license for the production of programmes and which is added to this price; the contribution to the Cinema Fund is paid by the cable television channel

» collection of a contribution of 4% of the revenue from the exploitation of theatrical films, of any genre and on any medium, in cinemas or other premises intended for public viewing; the obligation to pay shall be incumbent on exhibitors

» the collection of a 1% contribution applied to the monthly revenue of economic operators for cable, satellite and digital retransmission of television broadcasts;

» the collection of a 4% contribution on the annual profit made by economic operators organizing gambling; payment shall be made by the 31st May of the current year, for the previous year

» the interest on the funds held in the Film Fund account in the State Treasury

» the monthly collection of a contribution of 3% of the price of films downloaded against payment by means of data transmission services, including by Internet or telephone. The obligation to present documents certifying the amounts collected, as well as the obligation to pay the contribution, shall be incumbent on the legal entities that make this income

» other income acquired in accordance with the law
